Somaliland Approves Ambitious National Budget for 2026
Somalia, 28 November 2025 – In a significant move aimed at the future prosperity of the self-governing state of Somaliland, the cabinet has officially approved the draft National Budget for the year 2026. This budget represents a focused commitment to enhancing social services, bolstering security, and stimulating economic growth across the region.
Budget Overview: A Financial Snapshot
The total estimated size of the 2026 budget stands at an impressive $424,533,242 USD, which is equivalent to 4.58 trillion Somaliland Shilin (SL Sh). This considerable allocation underscores Somaliland’s ambition to strengthen its financial framework and deliver tangible benefits to its citizens.
Leadership in Action
The meeting that led to this critical decision was chaired by President Abbdirahmaan Mohamed Abdillaahi ‘Irro’, drawing the participation of 41 ministers. This collective effort reflects a unified vision among the county’s leadership to pursue developmental goals.
Allocations and Increases
The budget was meticulously prepared by the Ministry of Finance and Economic Development, with its details presented to the cabinet by Minister Abdilaahi Hasan Adan. Notably, the Central Government has been allocated around $265,362,581, marking an 11 percent increase compared to the estimates for 2025. This increase is a strong indicator of the government’s commitment to fostering an environment of growth and innovation.
Revenue Projections
Interestingly, the document projects a 22 percent increase in revenue when compared to the 2024 budget. This aggressive target highlights the government’s confidence in its ability to enhance its revenue-generating capacity. According to the Ministry, this expected increase is intended not only to counterbalance the average 11 percent budget decline experienced during the years 2022, 2023, and 2024 but also to introduce additional growth opportunities.
Addressing Past Challenges
Over the last few years, Somaliland has faced economic challenges that hindered budgetary expansion. The Ministry has taken these factors into account, strategically planning this year’s budget to mitigate past declines. The new revenue growth, alongside historical recovery, positions Somaliland for a resurgence as it invests in essential services and infrastructure.
Focus on Social Services and Security
At the heart of the approved budget lies a commitment to enhance social services and strengthen security measures. With an eye on the welfare of its population, the government aims to ensure that education, healthcare, and public safety are prioritized in the budget allocations.
This emphasis on security is particularly vital, as it provides a stable foundation for economic activities and fosters a sense of safety among citizens.
By reallocating funds towards these essential services, Somaliland demonstrates a forward-thinking approach, combining immediate needs with the broader vision of sustainable growth.
As Somaliland navigates the complexities of governance and economic challenges, this new budget signals a hopeful chapter in its journey towards prosperity and stability.
