Exercise Bull Shark 25-2: A Crucial Step in Strengthening Regional Security in East Africa

Introduction to Exercise Bull Shark 25-2

In May 2025, the Combined Joint Task Force – Horn of Africa (CJTF-HOA) gathered forces from the U.S., Djibouti, France, Japan, and the European Union’s Naval Forces for the semiannual exercise known as Bull Shark 25-2. This exercise, held in the vicinity of Arta Range, Djibouti, spanned May 5-6, and focused on enhancing communication and collaboration among international military partners.

Objectives of the Exercise

Bull Shark 25-2 aimed to ensure effective communication between the diverse military branches involved, enhancing the operational effectiveness of CJTF-HOA in the region. Various personnel recovery scenarios simulated real-world crises, allowing all participants to practice operating jointly across sea, air, and land units.

Participants and Multinational Collaboration

The exercise featured a multitude of participants, including the U.S. military branches, the Djiboutian Armed Forces (FAD), the Djiboutian Coast Guard, French forces, the Japanese Self-Defense Force, and European Union Naval Forces. Observers from the Spanish Air Force and the Italian military also joined the exercise to witness the collaborative efforts of these nations.

Leadership and Strategic Goals

During the closing ceremony at Camp Doraleh on May 7, U.S. Army Brig. Gen. Andrew Ballenger underlined that Bull Shark was not solely about military procedures but emphasized its focus on interpersonal relationships among service members. “It was about building trust, understanding each other’s capabilities, and forging stronger bonds of partnership,” he stated.

Logistical Challenges and Training

Realistic Scenarios and Execution

On the execution day of the exercise, a maritime rescue operation was simulated. Djiboutian Coast Guard members worked together with U.S. Navy’s Maritime Expeditionary Security Squadron (MSRON) 1 and the Spanish frigate ‘Reina Sofia’ to extract personnel from water. The operation aimed to test the interoperability of communication systems among the involved forces.

Land Operations and Collaboration

In addition to maritime operations, the exercise included a land segment where CJTF-HOA’s security forces collaborated with various forces for a simulated land rescue scenario. The objective was to evaluate casualties while testing communication methods and collaboration capabilities among all participating forces.

The Importance of Aviation in Crisis Situations

A significant aspect of the exercise involved the deployment of U.S. Marine Corps MV-22B Ospreys from Marine Medium Tiltrotor Squadron 161. These aircraft’s ability for vertical takeoff and landing, along with their extended range, was critical in personnel extraction tasks. As Brig. Gen. Ballenger remarked, the scenario presented realistic challenges that tested all features of combined military operations.
