On December 6, 2025, in an unprecedented political move, Somaliland’s Minister of Information, Axmed Yaasiin Sheekh Cali Ayaanle, announced his resignation following the violent protests that erupted in Borama, which were triggered by his previously announced decision regarding the Ciise Law. This law, fundamental to the Ciise community, has sparked significant tension and unrest, resulting in casualties and a strained social environment.

Minister Ayaanle’s absence from the media during the protests signaled a deepening crisis. His resignation comes as a response to the backlash against the government’s stance on the Ciise Law, which he disclosed in a public address. The minister indicated that the president had tasked him with a rather controversial decision, suggesting that he was not solely responsible for the outcome, but rather a messenger of the government’s policy.

In Ayaanle’s resignation statement, he expressed his inability to support a decision that he deemed detrimental to his community and region. His message was clear—while the aspirations for justice and recognition of rights are legitimate, the means of achieving them should not foster division or animosity among neighboring communities.

“We are at a pivotal moment, and what we choose today will shape our future,” he warned, cautioning against actions that could be exploited by adversaries or result in a dark chapter in the region’s history. This reflects Ayaanle’s concern not only for political stability but also for societal cohesion.

In the aftermath of the protests, the situation in Borama has calmed following President Cabdiraxmaan Maxamed Cabdillaahi’s decision to suspend the Ciise Law celebration. Plans are now in place for peaceful negotiations expected on December 10, which aim to address the underlying tensions and restore harmony among the affected communities.

However, the Ciise community remains dissatisfied with the government’s sudden reversal. Their insistence on the previous approval of the law highlights ongoing frustrations and a call for recognition that may lead to further discussions. This situation signals a critical juncture for Somaliland as the government navigates the delicate balance between maintaining order and addressing community grievances.
