This report shines a spotlight on the strides Morocco has made in its clean energy transition, emphasizing the significance of the NOOR solar plant as a model for attracting private investment in sustainable energy.

The NOOR Complex: A Technical Marvel

Situated in Ouarzazate, the NOOR Complex stands as one of the largest concentrated solar power (CSP) facilities globally. With an impressive capacity of 582 megawatts, it ingeniously combines 510 megawatts from concentrated solar power and 72 megawatts from photovoltaic technologies. An exceptional feature of the NOOR Complex is its capability to store energy in molten salt, allowing electricity generation even after sunset. This energy storage solution is crucial for meeting peak electricity demands, especially during the evening hours.

Public-Private Partnership Success

The creation of the NOOR Complex didn’t happen in isolation; it emerged through a collaborative effort between Morocco’s Agency for Sustainable Energy (MASEN) and a consortium led by the company ACWA Power. This public-private partnership model is lauded in the report for facilitating investment and operational success, showcasing how effective collaboration can mitigate risks associated with pioneering renewable energy technologies.

Financial Support and Cost Reduction

International financial institutions played a crucial role in the NOOR project’s inception, providing concessional loans that reduced project costs by an estimated 25%. Key players like the World Bank, the African Development Bank, and the European Investment Bank contributed significantly, underscoring the importance of financial backing in realizing ambitious renewable energy projects.

Impacts on the Energy Sector

Since its operational launch, the NOOR Complex has profoundly impacted Morocco’s energy landscape, supplying electricity to over 1.1 million people and accounting for approximately 5% of the nation’s power supply. One of the standout achievements of this project is its contribution towards reducing Morocco’s historical dependence on energy imports—prior to the NOOR’s operational phase, the nation imported over 97% of its energy needs.

Moreover, the NOOR Complex plays a vital role in the country’s climate goals by offsetting around 690,000 tons of carbon dioxide emissions annually. During its construction, the project created thousands of jobs and laid the groundwork for enhanced training programs and infrastructure in the Ouarzazate region.

Addressing Challenges

Despite these successes, the report acknowledges challenges, particularly regarding water usage in the arid region where the NOOR Complex is situated. The project’s later phases have adapted, adopting dry cooling technology to mitigate water consumption, illustrating a responsive approach to environmental concerns.

Ambitious Future Goals

Morocco’s vision extends beyond the NOOR Complex. The country is setting ambitious targets to produce 52% of its electricity from renewable sources by 2030, with solar energy expected to play a major role in achieving this goal. The NOOR Complex stands as a cornerstone in this long-term strategy, positioning Morocco as a leader in renewable energy not only in Africa but on the global stage.

Broader African Context

The report, produced by the Enzi Ijayo Africa Initiative (EIAI) and Africa Climate Insights (ACI), also situates Morocco’s achievements within a wider African context. While Africa possesses 60% of the world’s most favorable solar resources, it added less than 1% to global renewable capacity in 2024. Financing remains the major hurdle, with the report highlighting the urgent need for Africa to triple its annual growth rate in renewable energy projects to meet ambitious targets outlined in the Nairobi Declaration.

The transition to renewable energy holds immense potential for transforming economies across the African continent. Achieving a 100% renewable energy system could lead to savings of up to $5 trillion by 2050, alongside the creation of millions of jobs, illustrating the dual benefits of economic growth and environmental sustainability.
