EU Regional Maritime Security Week: A Pivotal Gathering for Maritime Safety

Introduction to the Event

From December 2 to 5, 2025, Nairobi, Kenya, became a focal point for maritime security in East Africa and the surrounding regions, including the Red Sea, Southern Africa, and the Indian Ocean. The EU Regional Maritime Security Week convened steering committees of three significant programs financed by the European Union: the Red Sea Programme, the Safe Seas Programme, and the Port Security and Safety of Navigation programme. The event gathered an impressive 112 delegates from 16 countries alongside representatives from 12 regional and international organizations.

Collaborative Efforts and Shared Goals

Organized by the EU, the Republic of Kenya, the Indian Ocean Commission (IOC), and the United Nations Office on Drugs and Crime (UNODC), in partnership with the International Maritime Organisation (IMO) and INTERPOL, the week provided an essential platform for information sharing and collaboration. It facilitated a comprehensive overview of ongoing EU maritime security initiatives and priorities, with a strong emphasis on harmonizing approaches and creating synergies among member states.

Significant Achievements Highlighted

The presentations throughout the week showcased impressive results achieved through the collaborative efforts of partner countries. The various programs have led to the organization of over a dozen maritime operations, yielding notable successes: the seizure of 2.4 tonnes of drugs and illicit cargo including 9.9 million cigarettes and 17 stolen vehicles, as well as the apprehension of 36 human traffickers. Equally important were the rescue operations that saved many fishermen and sailors in distress, alongside regional simulation exercises aimed at bolstering response capabilities.

Voices from Leadership: The Need for Collective Action

At the opening of the event, Brigadier Mohamed Shemote, Commander of the Kenya Navy Fleet, addressed attendees on behalf of Hon. Soipan Tuya, Kenya’s Cabinet Secretary for Defence. His remarks underscored the pressing challenges the region faces, including piracy, illicit trafficking, and maritime terrorism. He emphasized the crucial point that these threats ignore national boundaries, necessitating responses that are equally expansive. This sentiment highlighted the necessity for shared responsibility in maritime security and partnership as a means to bolster safety.

EU’s Commitment to Maritime Security

The European Union, represented by Mr. Ondrej Simek, Deputy Head of the EU Delegation to Kenya, reiterated its commitment to regional cooperation. For the first time, the EU is uniting the Safe Sea for Africa programme, the Red Sea Programme, and the Port Security and Safety of Navigation Programme, aiming to forge collective solutions to regional threats. This collaborative approach not only strengthens the ties between partners but bolsters the overall security architecture.

Foundational Elements Beyond Joint Operations

While joint maritime operations often receive significant attention, the true foundation of these initiatives lies in substantial groundwork established prior to setting sail. Effective collaboration hinges on continuous information exchange between partners, comprehensive training for officials responsible for seaside actions, and the provision of essential equipment and software for coordinated operations. Furthermore, it encompasses the creation of joint procedural manuals, intervention protocols, and pushes for inter-agency interoperability.

A Unified Vision for Maritime Security

The EU Regional Maritime Security Week aimed to forge a cohesive vision for maritime security across key coastal regions in Africa. It concentrated on promoting a coherent approach that enhances coordination among various EU programs, implementing partners, and beneficiary states. This objective was made manifest through engaging discussions where participants shared lessons learned and best practices, fostering regional and inter-regional cooperation.

Momentum for Continuing Collaboration

As the week drew to a close, the event generated clear momentum and tangible results, reinforcing coordination among regional partners. It laid the groundwork for a united EU-Africa vision for maritime security. The inaugural EU Maritime Security Week demonstrated the power of collective commitment in driving real progress towards safer, more resilient seas, setting a promising trajectory for the future of maritime security.
