Investigation Into the Tragic Events in Borama

On December 20, 2025, the President of Somaliland, Cabdiraxmaan Maxamed Cabdillaahi (Cirro), took a significant step in addressing the recent violence that erupted in Borama, resulting in the tragic loss of life. In a move aimed at ensuring accountability and thorough investigation, President Cirro established a 23-member committee tasked with examining the incidents that unfolded earlier this month.

The Purpose of the Committee

In a formal announcement made by the presidential spokesperson, Xuseen Aadan Cige (Dayr), the necessity of a detailed investigation into such serious incidents was emphasized. The spokesperson articulated that, to effectively tackle and understand the ramifications of violence, a comprehensive assessment is crucial. This process not only evaluates the extent of the damage but also aims to identify solutions to the existing grievances in the community.

Empowerment of the Committee

President Cirro’s decision to create a national-level committee is designed to empower its members with both the authority and responsibility needed for a thorough investigation. The committee is charged with the responsibility of conducting a detailed inquiry, evaluating the situation, and proposing actionable solutions to the government based on their findings. Dayr underscored that the committee would operate independently, adhering strictly to legal mandates and free from external influences.

Structure and Composition of the Committee

The newly formed committee comprises a diverse group, including members of the Cabinet, leaders from opposition parties, parliamentarians, scholars, and community leaders. Significantly, the committee also includes former Vice Presidents of Somaliland, Cabdiraxmaan Cabdillaahi Ismaaciil (Saylici) and Cabdiraxmaan Aw Cali Faarax. This inclusion ensures a blend of experience and fresh perspectives, enhancing the committee’s ability to address the complexities surrounding the incidents in Borama.

Context of the Violence

The violence in Borama was sparked by youth frustrations related to the approval of a public event under the Xeer Ciise, a traditional law, and the government’s decision to hold the event in Saylac. Tensions escalated during protests against this decision, leading to clashes between security forces and demonstrators. The tragic outcome was that it resulted in the deaths of 19 individuals and injuries to at least 214 others, indicating the serious nature of the unrest.

Next Steps for the Committee

Following their appointment, the committee will not only focus on the immediate aftermath of the violence but will also have the ability to appoint local and regional committees. These subsidiary committees will work alongside the national committee to fulfill their investigative responsibilities, ensuring that no stone is left unturned.

This initiative represents a critical moment for Somaliland as it seeks to restore peace and trust within its communities while ensuring that such tragedies are thoroughly investigated and lessons are learned for the future.
